Description of Special Government Lending Programs Related to the Economic Impact of Coronavirus

The United States Congress passed the 2020 CARES Act in March 2020 which made up to $659 billion in loans available to small businesses impacted by Coronavirus in the Paycheck Protection Program. In December 2020, the government passed a second round of the Paycheck Protection Program that includes another $284.5 billion for new loans, split between first time (first draw) and second time (second draw) loans.

Loan forgiveness for these loans is available for businesses that meet the requirements of the Paycheck Protection Program and maintain or restore their payroll volumes to pre-crisis levels.

These loans are meant for businesses trying to maintain payroll levels. Companies are able to receive up to 2.5x their average monthly payroll amount (3.5x for restaurants and hotels taking a second draw loan). Businesses without employees are eligible for up to 2.5x their monthly personal salary capped at $8,333 per month.

For those who qualify, first draw loans can range up to $10 million and second draw loans can range up to $2 million. Applications must be submitted by March 31st.

The U.S. Small Business Administration will provide Disaster Assistance Loans for Small Businesses impacted by Coronavirus.

The SBA's Economic Injury Disaster Loans offer up to $2 million in assistance for small businesses. The following sequence of events must take place for the SBA to action:

  1. State Governors must request the SBA to issue an Economic Injury Disaster Loan declaration.

    1. The Declaration will enable the SBA to issue loans to small businesses in the area of the state covered by the declaration that are impacted by the coronavirus

  2. The SBA's Office of Disaster Assistance will coordinate with the state's Governor to submit the request for Economic Injury Disaster Loan assistance

  3. Once a declaration is made for designated areas within a state, the information on the application process for Economic Injury Disaster Loan assistance will be made available for all affected communities

  4. Loans funded by the SBA may be used to pay fixed debts, payroll, AP and other bills that cannot be paid because of the disaster's impact

  5. The interest rate is 3.75% for small businesses without credit available elsewhere. This is important because if the SBA thinks the customer can receive financing elsewhere, the customer will not be able to receive the SBA disaster assistance loan.

  6. The SBA offers long-term repayment terms up to a maximum of 30 years.

The Restaurant Revitalization Fund (RRF) now being offered through the Small Business Administration (SBA) provides emergency assistance for eligible restaurants, bars, and other businesses, such as food trucks, bakeries, and breweries, that qualify under its eligibility requirements. These funds are designed to sustain small businesses in the food and beverage industry as the pandemic continues to take a toll on their revenues. Funds received through the program do not have to be repaid as long as they are used on eligible expenses by March 11, 2023. With over $28.6 billion in funds to disburse, the program is a great resource for small businesses that have been hit particularly hard by the pandemic-related economic fallout. The Shuttered Venue Operators Grant (SVOG) program was established by the Economic Aid Act to provide the operators of entertainment venues with access to financial relief from the impacts of the COVID-19 pandemic. The program includes over $16 billion in grants to shuttered venues, to be administered by SBA�s Office of Disaster Assistance. Eligible applicants may qualify for grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.     3. Loan amounts up to $75,000

    4. Loan amount not to exceed 3 months of demonstrated cash operating expenses for the 1st Quarter 2020

    5. No Payments due for the first 6 months then 30-months of principal and interest payments (direct debited)

    6. Annual interest rate of 3%

    7. Personal guarantee required of all owners with 20% or more interest in the company

    8. Personal credit score under 575 will require an exception

    9. All asset lien on the business

    10. No prepayment penalty

    11. Ineligible businesses include:

      1. Real Estate Investment companies

      2. Multi-level marketing firms

      3. Adult Entertainment

      4. Canabis

      5. Firearms

      6. Companies with past due tax liabilities or tax liens or currently in Bankruptcy (Corporate or Personal) are not eligible.

Governor DeSantis activated the Florida Small Business Emergency Bridge Loan Program. These loans are intended to bridge the gap between the time a major catastrophe hits and when a business has secured longer term recovery resources.

Applications will be accepted by qualified for-profit, privately held small businesses that maintain a place of business in Florida.

  1. All qualified applicants must have been established by March 9, 2020 and suffered economic injury due to the designated disaster

  2. Amount: Up to $50,000 per eligible business

    1. Loans up to $100,000 may be made in special cases as warranted by the need of the eligible small business

  3. Term: 1 year

  4. Limitation: Only one loan per eligible business. All previous bridge loans received as a result of previous disasters (hurricanes, etc.) must be paid in full

  5. Interest Rate: Loans will be interest-free for the loan term (1 year). The interest rate will be 12% per annum on the unpaid balance thereafter until the loan balance is repaid in full. Loan default is subject to a normal collections process.

  6. Application Period: Applications will be accepted by qualified Florida businesses under this program through May 8, 2020 contingent on the availability of funds

    1. Government issued personal identification of all individual applicants (driver's license, state or federal ID, or passport).

    2. Federal Business tax returns for the last 2 completed years for all individual applicants, if available.

    3. Employer tax documentation.

    4. Personal tax returns for the last 2 completed years with attached Schedule C for all individual applicants, if available and where appropriate.

    5. Additional information that the applicant believes would assist the Loan Review Committee in making its decision (such as a loan summary).

Atlanta: The city has approved a coronavirus emergency fund that will allocate $1.5 million to small businesses.

Chicago: The Chicago Small Business Resiliency Loan Fund will provide access to low-interest loans to the city's small businesses.

Denver: The city created a new $4 million small business relief fund. Small businesses can apply for cash grants up to $7,500 as part of the Denver Economic Development and Opportunity's emergency relief program.

Los Angeles: Information on loans ranging from $5,000 to $20,000 with 0-3% interest rates from the city's Small Business Emergency Microloan Program.

New York City: Small businesses with fewer than 100 employees and a 25%-plus revenue decrease can access loans up to $75,000. The city is also offering grants to cover 40% of payroll costs for two months to businesses with five employees or less. Visit New York City assistance or call 311 for info.

Portland: Small businesses located in the city�s Jade District or Old Town Chinatown are eligible to receive support through the city's $190,000 emergency fund. Asian and Pacific Islander business owners will be prioritized.

Philadelphia: Information on immediate relief to local small businesses in the form of grants and zero-interest loans.

Sacramento: Information on the economic relief fund for businesses that provides 0% interest on loans up to $25,000.

Salt Lake City: Apply for 0% interest loans up to $20,000 as part of the city's emergency loan program.

San Francisco: Small businesses with fewer than five employees are eligible to receive up to $10,000 for staff salaries and rent.

Seattle: Information on grants up to $10,000 for small businesses. The city is also deferring tax payments for business-owner candidates and will set up a small-business recovery task force.

Syracuse: Information on zero-percent interest, 180-day emergency loans up to $25,000 for the city's small businesses.

New York City is going to provide relief for small businesses across the City that are seeing a reduction in revenue due to the economic impact of the coronavirus.

  1. Businesses with fewer than 100 employees who have seen a sales decrease of 25% or more will be eligible for zero interest loans up to $75,000 to help mitigate losses in revenue and income

  2. The City will also offer small businesses with fewer than 5 employees a grant to cover 40% of payroll costs for two months to help the business retain employees.
